APPILY the incidents connected with the late Boer War are receding and assuming a true perspective. The past ten years has witnessed many changes political and commercial. In the history of South Africa it is extremely gratifying to record that at the opening of a new decade not only is the commercial outlook full of promise but the political and human relations between Briton and Boer are, as they should be, cordial.
